Abstract:
This study aims to analyze the idea of wealth and poverty of the Ottoman subjects and slaves, which the State created by their legislative acts; to reveal the basic principles applied by the authorities to differentiate the social and the property groups in the field of taxation and the penal process; to outline the State standards and their respective numeric parameters, according to which the taxpayers and defendants were qualified in various property groups. The study is based on Ottoman legislative texts – kanunnames and fetvas, on defters and treatises.
