Abstract:
Historical review shows that the Baltic coast has important political, economic and cultural significance for the development of the Russian state. The calm waters and safeguards for the northern border in times of international tension are of particular importance. In the late 19th and early 20th centuries, the situation was alarming. At this time Al. V. Kolchak lives and serves as a naval officer. His ideas for the protection of the Baltic exit are revealed, conditionally, in three stages of his life. He asserted the paramount role of the Baltic Fleet in protecting and preserving the capital and Russia. As a Supreme Commander of the White Powers in the Civil War, he did not consent to the northern peoples’ independence, suggesting that this would lead to new dangers in the region.
