Abstract:
The article presents the author‘s views on the nature and content of constitutionally regulated
state and public interests. It provides doctrinal definitions of these two institutes. The article presents the
normative grounds for allowing the preliminary execution of a general or individual administrative act in defence
of particularly important state and public interests. It formulates the cumulative substantive prerequisites for
the administrative body to allow the pre-enforcement of the act.
