Abstract:
The first contracts of the Bulgarian masters patrician Organa (Kan Mohodu Heu) and patrician (Khagan) Kubrat with Byzantium from 619 and about 635 AD can be defined as typical contracts between the Empire and the foederati (neighboring barbarian states and tribes to which the Roman Empire provided benefits in exchange for military assistance). In this special case Organa and Kubrat were Christians. The Treaty of 681 was different. It is rather a peace contract between two neighboring countries than between the Empire and foederati. The same applies to the draft of 704, the contract in the summer of 705, countersigned with some additions in 716. In the spring of 717 in response to the Arab threat, the contract was probably not renewed and the both sides only confirmed that they will comply with the mutual assistance clause.
