Abstract:

In pursuance of the Regional Development Law and in response to the EU needs in the new programming period, each municipality have to work out a Plan for integrated municipality development (PIMD) 2021–2027. The participation of all stakeholders in the development of PIMD is very important, as well as their participation in working groups for specific goals implementation to the plan. A common phenomenon is lack of access to information for citizens and timely consultation on key issues at municipal level. The main goal to this article is to follow through a survey what is the citizens’ opinion about PIMD and whether there is enough transparency in the development process. An additional aspect of this survey is to review the opinion of the citizens regarding the e-government services and explore exactly what are their needs.
