“Partnership for Peace” at the End of the Twentieth Century A New Sense in the Changed Reality

Abstract:

The basises of the program „Partnership for Peace” are democratic principles that underpin the Alliance. The aim of the program is to increase stability, to reduce threats to peace and to strengthen security relationships between individual Euro-Atlantic partners and NATO, as well as among the partner countries themselves. Activities offered by the line of the program, touch virtually every field of NATO activity, including work related to defense, defense reform, defense policy and planning, civil-military relations, training, military cooperation and exercises, civil emergency planning and response to disasters, cooperation on science and ecology. With a variety of tools, mechanisms have been established over the years in order to support cooperation, combining policies, programs, action plans and arrangements. At the end of XX century values raised by the program adopt new dimensions of the new changed reality. The events on the teritory of the former Yugoslavia are indicative of the failure of a number of peacemaking and peace-keeping initiatives of the North Atlantic partners and leave purposes only „on paper”. The results are completely different.
