Global changes in international economic relations inevitably impact the state of national balance of payments. They determine the birth of complex causal relations and effects of economic shocks that countries and integration communities have to deal with. Dynamic transnational economic processes turn the balance of payments into a key indicator. His monitoring and dynamic enables tracking of global processes, which immediately after the financial crisis in 2009, in order to reflect modern economic realities, made the International Monetary Fund promote consistent standards and methods for his recording and tracking. The long-term positive dynamics in international trade and foreign direct investments have been identified as two of the main contributors of globalization. However the post financial crisis period revealed the need of active policies to manage the negative impacts of these trends. That period can be characterized with the rise of protectionist measures, which led to trade balance shocks in leading economies. Foreign direct investment flows have grown with even faster rates than international trade. They have important role in keeping the balance of payments stability, by offsetting the trade deficits, especially for developing counties. For Bulgaria the application of the unified standards allows for the assessment of external sector and the international competitiveness of the country. One of the most common indicators for that – the degree of openness has been used to compare Bulgaria with few other countries from the region.
