Sugar is a strategic food product. Apart from direct consumption, it is a raw material that has a wide range of use in the pharmaceutical, cosmetic and mainly in the food industry. Since 1960 the main raw material for sugar production in Bulgaria was sugar beet, in the mid – 1960s white sugar began to be produced from imports of raw cane sugar. In the 1960s 7 running factories produced about 400 000 tons of white sugar in Bulgaria. The country’s consumption has been constantly declining over the years. The unfavorable climatic conditions for growing beets gradually weaken the position of beet production and raw cane sugar took the leading role. In 2007 when Bulgaria joined the European Union, there were 6 sugar factories in the country. As part of the EU and the ongoing sugar sector reform the Bulgarian sugar sector faced the protectionist policy of the Union. That is why at the end of the reform in September 2017 due to limited access to competitive raw material for sugar production, from 6 running factories only one production company survives. Today, this extremely important sector can be destroyed. There is only one working Bulgarian producer that processes from 40 000t to 70 000t white sugar per year. The consumption of the country in the last 20 years varies between 200 000t to 250 000t yearly. The other needs of the domestic consumption between 150 000t – 200 000t are entirely dependent on imports of white sugar. The Bulgarian sugar sector is highly endangered and threatened with destruction. There is an urgent need of preferential custom quota for import of raw cane sugar to be implemented. Bulgaria needs to secure the traditional sugar consumption with local production from an independent source. Such a measure will prevent the monopolization of the market and protect the interest of the Bulgarian economy, industry and consumers.
