The purpose of this article is to present the status and attitudes of the public sector in Bulgaria towards innovation activity. Combined methods of analysis and synthesis of information were used for the purposes of this study. Data from the National Statistical Institute were also applied. The level of public spending has a significant impact on the results of the public sector. This is useful for formulating conclusions about state support for individual socio-economic goals. A comparative assessment of the results of scientific research and innovation of the EU Member States is presented through the annual European Innovation Index for 2023 and 2024. The focus is on the dynamics of budget spending on innovation by various sectors in Bulgaria for the period 2019–2023. At the national level, a factor for positive change is also the spending on scientific research and development by public sector structures. In order for the public sector to be effective, managers need to recognize the necessity for new skills. Based on data from the National Statistical Institute, this study presents trends among personnel engaged in innovation activities in the public sector and enterprises for the period 2019–2023. Barriers to innovation in public sector organizations are indicated.
