Abstract:
This article examines aspects of the competence of the National Assembly and the Council of Ministers of the Republic of Bulgaria within the state’s role in managing higher education. Particular attention is drawn to possible issues with the powers to open, convert, rename and close higher education institutions, and to adopt the Strategy for Higher Education Development and the National Map of Higher Education. Measures for adequate judicial review are presented through de lege ferenda comments.
