Abstract:
This article aims to present the new aspects of preliminary control after the amendments to the Bulgarian Public Procurement Act (PPA), entering into force in 2024. Its purpose is to outline some inconsistencies in the new Section Ia of Chapter Thirty-One of the PPA regarding concepts, theoretically and practically established in the field of administrative law and administrative procedure. Apart from presenting these issues, the paper also focuses on inspiring an academic debate on its topic, based on the current achievements of legal theory.
