Abstract:
This article explores the legal notion of the administrative authority and, more specifically, the category of holders of administrative powers vested by statute, encompassing both individuals exercising public functions and organizations providing public services. The analysis focuses on administrative powers and public functions as essential and constitutive elements for constructing this legal figure, as defined by the Bulgarian Administrative Procedure Code’s statutory meaning of an administrative authority. The study aims to clarify the boundaries of public authority exercised outside the traditional state administration and to contribute to the ongoing discourse on the legal nature of entities entrusted with the performance of public tasks.
