Abstract:

The article concerns the problems relating to services of general economic interest (SGEI), in particular State aid element in compensation for their implementation. Clarifies the concept of SGEI, focusing on cases where the compensation constitutes State aid. Attention is paid to the legal framework within which fall above activities. Are considered prerequisites if there are compensations for SGEI are not considered state aid. In the article is clarified the basic legal requirements that must be met for the provision of SGEI primary role being that the act of entrustment. Attention is paid to the European practice regarding SGEI and the place of the citizen of the Union (service address) in the relationship between the state and the contractor of the SGEI, and the possibility of civil entities to require public authorities to provide services that have the quality of such general interest.
