Abstract:
Òhere is a tendency In the constitutional theory and in the political practice to exaggerate the
merits of direct democracy. The problems in the functioning of modern parliamentary democracy are a reason for
that. The widespread application of forms of direct democracy is not able not solve these problems. It is necessary to
strike a balance between direct and representative democracy.
