Резюме:
In the second half of the 1930s, Tsar Boris III and Georgi Kyoseivanov
established a non-partisan government in Bulgaria “that did not exist, nor has it
existed anywhere”, with municipal councilors and deputies elected by the people. It
was neither fascist nor monarcho-fascist. It was carried out by ministers appointed
on merit, and not on party contributions. After Kyoseivanov was removed from power,
the meritocratic model was replaced by a government based on the following: a
king, weak governments, and an obedient parliament.
