Резюме:
The establishment of the so-called “powers regime,” under which the Bulgarian monarch Alexander I obtained extensive rights in state gov ernment, did not yield the results he had expected. The outlined political goals and objectives could not be achieved without amendments to the electoral law and the restoration of Parliament. The Third Ordinary Na tional Assembly was formed as a result of general and additional two-stage elections, held under a new electoral law which contradicted the underly ing principles of the Tarnovo Constitution and restricted voters’ democratic freedoms. Unlike its predecessors, this assembly was characterized by highly limited powers, a reduced number of parliamentarians who could not be deemed true representatives of the people’s will, and a majority of the Con servative Party. It went down in history as anti-constitutional.
