Problems related to the dynamics of building basic administrative structures, monitored processes and long-term lines are considered. Pro-cesses of creating levers for governing and enforcing statehood are traced, including the collection of information, the processes of legislative reception and the gradual expansion of state functions. Features of the information sources for the study of the period arising from the activity of the adminis-tration are presented.
