Abstract:

The civic culture of the inhabitants of the Ionian Islands during the eight-month French occupation which introduced the first constitutional government (1797-1798) was within the boundaries of the patriarchal and national levels, in which the human being was a passive participant and was largely reduced to an observer. During the subsequent Russian rule (02.1798-21.03.1800) which evolved into self-government of the independent Republic of the seven Ionian Islands (03.1800 – 08.1807) it developed into the highest level of active participation, with the citizens actively taking part in the political life and participating in military activities. They were also victims of death sentences because of the constitution they had introduced or against the constitution they refused to accept. During the following years the civic culture of active participation continued in the direction of validating the national ideas of constitutional rule and an institutional national state, the most democratic and progressive constitution not always managing to prevail.
