Abstract:
This article explores public perceptions of e-government in Bulgaria by analyzing the use of e-government services, the level of awareness, barriers to access, and trust in institutions. Using data from Eurostat, NSI, DESI, the World Bank, and national surveys indicates that despite the availability of technological infrastructure, electronic governance in Bulgaria suffers from a serious deficit of social engagement. The main barriers are related to lack of awareness, low digital skills, cultural factors, and chronic distrust in institutions.
