The paper discusses the Russian policy orientated towards the Christian population of the Ottoman Empire in the 17th century. Precisely then the foundations of the energetic Russian pressure in the region during the second half of the 18th century were laid. It is accentuated in the paper on the development of the idea “Moscow – the Third Rome” that originated in the 15th century and on the propaganda of the Orthodox idea on the Balkans. The author analyses the means of popularizing Russia and the Moscow Tsar as a lawful ruler of all the Orthodox Christians as well as the adopting of this idea by the subjugated population of the Ottoman Empire.
