Today the significance of the term “culture” is enormous, and in general it can be divided in two groups – conscience (spiritual riches – moral, religious, aesthetic) and behaviour (material results such as products of the human activity, habits, traditions, rituals, actions and activities). Local and international tourism are among the most active means of the international cultural exchange. In the International Charter of Cultural Tourism (Mexico, 1999) of ICOMOS (International Council of Monuments and Sites) it is underlined that cultural tourism is a kind of tourism, which uses heritage as a resource – the cultural and natural riches of the environment that preserve the united memory of society. The cultural riches are an essential (obligatory) requirement for the development of cultural tourism. They manifest themselves in the following directions: cultural-historical monuments, pieces of art from ancient times to nowadays, and periodical and episodic activities for assessing the achievements in the sphere of the spiritual culture, such as festivals, performances, exhibitions, congresses, fairs, official celebrations. The Black Sea coastal zone is also a valuable resource for the development of steady tourism – European and national dimensions are being tracked, particular routes for the development of cultural tourism have been presented.
