The Karlovo municipality of the National revival period was founded and functioned in a town, which was a centre of crafts and trade. A form of church-religious self-government existed even before this period, but with limited powers. It was rather a supplement to the Ottoman system of government and its field of activity mainly concerned the settlement of controversies, conflicts, and problems of religious, economic, and moral character. In the second half of the 19th century, the Bulgarian municipality of Karlovo took over the management of “all public affairs“ in the town. The municipal government was headed by craftsmen and merchants who took care of education, construction of churches and schools and acted as moderators between the Bulgarian population and the Ottoman government. Since the 1840s, the Bulgarian municipality of Karlovo and prominent Karlovo educators and public figures took an active part in the church-national movement for an independent Bulgarian church.
