With the opening of the incomplete mixed high school in 1921 in the town of Kardzhali, the beginning of the secondary education in the Kardzhali region was established. The high school educated children from the districts of Ardino, Ivaylovgrad, Kardzhali, Krumovgrad, Momchilgrad, and Zlatograd. The government closed the high school three times. Thanks to the efforts of prominent local public figures, educators and representatives of local state institutions, and media support, the Ministry of Public Education reversed the decisions to close the high school. The increase in the number of students from 13 at the beginning of the academic year 1921/1922 to 483 in the academic year 1943/1944 was an expression of a continuing trend, due not only to the opportunities provided by the educational legislation for the education of children in the high school level, but also to the expansion of the network of public primary and junior schools, which led to the increase in the number of students with completed primary education.
