Резюме:


In response to Western administrative reforms and the need for changes in the imperial system in the 18th and 19th centuries, Russia initiated the drafting of state-structural projects to meet the new challenges of the time. This research article presents only the draft constitution of the Russian Empire, drawn up by N. N. Novosiltsev in 1820 and does not aim to conduct a comparative analysis with existing programs. Although remaining secret and unaccomplished, the document reveals the intentions for reforms in the early 19th century. The emerging trend saw government constitutionalism take a central place in the Constitutional Charter due to reluctance to reduce the privileges of the monarchs and the nobility.
