The concept of performance management is key as it offers a widely accepted conceptual clarification of the overall process of measuring, evaluating and improving the results achieved by civil servants and administrative units in the performance of their functions. The purpose of this report is to present the perspectives and challenges for performance management in public administration. Evaluation practices vary from European country to country and range from competence assessment to performance assessment to capacity assessment. Their comparative presentation shows that despite the diversity of the existing models for attestation at the European level, the goals set by the individual countries, the challenges and the trends are similar. In this regard, the report sets the following tasks: 1) To indicate concepts for performance management; 2) To outline the stages in evaluating the implementation; 3) To present the practices in evaluating the employees in the public administration in a European plan.
